Procedure 16: Severe Winter Weather​
1. Appropriate Clothing
Individuals served and staff must be dressed appropriately for prevailing weather conditions. In winter weather, this includes adequate outerwear suitable for cold temperatures.
If an individual refuses to wear appropriate winter clothing, staff must explain the importance of doing so for safety and health reasons. If the individual continues to refuse, the refused clothing items must be brought along during travel in the event conditions change, or the individual later agrees to wear them.
2. Required Materials in Agency Vehicles
All agency vehicles must be equipped with the following items at all times during winter:
Cellular phone (if provided)
Shovel
Sand or traction material
Winter survival kit, including:
Blankets
First aid kit
Flashlight
Candles and a can (for safe candle use)
Non-perishable food items
To preserve battery life, flashlight batteries should be stored inside the flashlight canister in an inverted (upside-down) position when not in use.
3. Travel Decisions
Employees are expected to exercise sound judgment when determining whether travel is necessary during inclement weather.

4. Procedures if Stalled or Stranded
If a vehicle becomes stalled or stranded:
Immediately contact emergency personnel, as appropriate.
Notify your supervisor as soon as possible.
Remain in the vehicle unless help is immediately available and it is safe to exit.
Remaining in the vehicle provides shelter and increases visibility for emergency responders.
