Procedure 16: Severe Winter Weather

1. Appropriate Clothing

Individuals served and staff must be dressed appropriately for prevailing weather conditions. In winter weather, this includes adequate outerwear suitable for cold temperatures.

If an individual refuses to wear appropriate winter clothing, staff must explain the importance of doing so for safety and health reasons. If the individual continues to refuse, the refused clothing items must be brought along during travel in the event conditions change, or the individual later agrees to wear them.

2. Required Materials in Agency Vehicles
All agency vehicles must be equipped with the following items at all times during winter:

Cellular phone (if provided)

Shovel

Sand or traction material

Winter survival kit, including:

Blankets

First aid kit

Flashlight

Candles and a can (for safe candle use)

Non-perishable food items

To preserve battery life, flashlight batteries should be stored inside the flashlight canister in an inverted (upside-down) position when not in use.

3. Travel Decisions

Employees are expected to exercise sound judgment when determining whether travel is necessary during inclement weather.

Before traveling, employees should consult:

The HIT Hotline at 701-667-7755

The HIT website at https://hitinc.org/hotline

These resources provide updates regarding cancellations, delays, or weather-related advisories.

4. Procedures if Stalled or Stranded

If a vehicle becomes stalled or stranded:

Immediately contact emergency personnel, as appropriate.

Notify your supervisor as soon as possible.

Remain in the vehicle unless help is immediately available and it is safe to exit.

Remaining in the vehicle provides shelter and increases visibility for emergency responders.

Starting Monday, November 24th, HIT’s annual Angel Tree will be displayed in the reception area of the Sunset Building.
Each ornament represents a gift for someone we support who may spend the holidays alone. Our goal is to brighten their season by placing gifts under their tree.

Each ornament lists something the person needs or would enjoy. You’re invited to take an ornament and purchase the listed item. When buying a gift, please include a gift receipt, especially for clothing.

Return the wrapped gift with the HIT ornament attached to the Sunset Building by:
Friday, December 19th, so we have time to deliver all gifts to the homes.
Questions can be directed to Tara Hochhalter at (701) 667-8679.

In October of 2025, ASPIRE started a soft skills group that meets twice a month to help focus on improving skills needed to obtain or maintain competitive employment.

They have created resumes, learned the importance of teamwork, understood proper dress, and participated in mock interviews.

Most recently, they attended a job fair that was held at BSC where they found jobs they are interested in and took some professional headshots.
